Organisations are invited to tender to conduct an evaluation of the Team v programme. Deadline for submissions is Thursday 22nd December 2011 at 1pm.

Q: Can we submit a response to the tender if we have previously worked with vinspired, or currently hold an evaluation contract with vinspired?
A: Yes. However, if you are currently evaluating another vinspired programme, your response should clearly demonstrate your organisation's capacity to manage more than one contract, in the event that you are successfully appointed to deliver the Team v evaluation.
Q: Can you say at this stage what the campaigns will be - the ITT states they will be centrally designed in consultation with key stakeholders.
A: Campaigns will be centrally designed at vinspired hq, with broad parameters and targets for each Team v leader. Leaders will then be responsible for interpreting and delivering the campaign in their local area, bringing their own skills and creativity to the mix. Q: On a similar note, will young leaders be able to decide which campaigns they lead? We note from the ITT that each young leader will implement three campaigns although are not sure whether these are local implementations of three centrally devised campaigns for each cohort or if there is more variation than this
A: No. Leaders will be expected to deliver the three campaigns, determined by vinspired hq and launched at each of the three training residentials. These campaigns are informed by information gained from youth focus groups in Summer 2011, about the issues which young people care most about and would like to address.
Q: Will the young leaders keep any kind of log or diary of their activities?
A: Yes. Leaders are encouraged to update a weekly blog of their experiences in running each campaign. Please visit vinspired.com/teamv – which is the central online hub for our leaders.
Q: Will any web resource (including social media resources such as facebook) bringing young leaders together
A: In addition to vinspired.com/teamv, the programme also has a closed Facebook page (for Leaders and staff) and also a twitter feed @vinspired_teamv
Q: Finally, we note the leaders will be involved in residential workshops to develop the skills they need to undertake campaigns. Is it possible for evaluations to attend and potentially get involved in some way?
A: Yes. However, involvement of external evaluators will need to be negotiated in advance, and will need to be flexible to take account of potential time constraints on the residential programme.

A: There are three full-time Youth Network Co-ordinators and a Youth Projects Manager, based at vinspired.

Q: Does the programme have a set of KPIs at this stage?
A: The programme outcomes are clearly outlined in the tender documentation. Specific KPIs / targets are generated for each campaign theme.

Q: Has v already engaged a film agency?

Q: The ITT refers to the leaders meeting at 3 points – can we ask if this is one central residential or whether there are regional alternatives (it would be useful to know how many).
A: In Year 1, leaders will meet centrally. There are two residentials remaining for the first cohort: Jan 14/15 2012 and 17/18 March 2012.
In year 2, our expansion plans may mean that additional residentials will be held (e.g. in the North and South)
Q: We were planning to submit costs and detailed plans for cohort one only (although we’ll talk about other cohorts in the method section) have we interpreted the brief correctly?
A: Yes, although vinspired is interested in understanding your outline approach to cohorts 2 and 3.
Q: Is the timetable for volunteer involvement the same in 20 12-13 and 2013-14 as it is in 2011-12?
A: vinspired operated with a compressed timeline for 2011-12. Whilst the overall structure of the Team v programme is likely to remain unchanged (a 1 year commitment, with Leaders delivering 3 campaigns over this period), the timeline for recruitment and campaign activities will be more generous in year 2, as we anticipate appointing our next cohort of leaders by early October (rather than mid-November).
Q: What is the format and content of the second training residential for Team v young leaders and where is it located (14/15 Jan)?
A: A two-day residential, starting at lunchtime on Saturday 14th Jan and concluding at 4pm on Sunday 15th Jan. The residential will be held in London. Key content will include;

Q: Does v have any targets for recruitment of its volunteers (e.g. diversity, socio-economic, gender, age)?
A: vinspired is committed to ensuring diversity and accessibility in all our programmes, and with the support of our programme partners, and a wider network of youth and community organisations across England, we endeavour to ensure that the Team v opportunity is advertised widely.
However, as this is a Leadership programme for 18-25 year olds and involves significant commitment from young leaders, our first consideration is whether applicants have suitable skills and experience to lead their peers in social action projects in their communities.
Our current cohort includes a diverse range of young people, including young people who are NEET, those in education, those with part- and full-time jobs, young parents and young people with learning or physical disabilities.
Currently, we have no specific recruitment targets beyond age and location (18-25 in England) - although this may be reviewed for future cohorts.

A: Leaders are required to submit three end of campaign reports, outlining their performance against agreed campaign targets.

Youth Network Co-ordinators also plan and deliver the initial induction weekend, and the subsequent training residentials, which are run in advance of each new campaign.

A: Future contracts are subject to available financial resources to support the evaluation of the Team v programme. As such, vinspired reserves the right to conclude the evaluation contract at each defined break-point.
vinspired also reserves the right to continue working with an existing and appointed evaluator, or to tender for a new contractor. These decisions will be based on the quality of the relationship, the performance of the appointed evaluator and the outputs of the evaluation meeting the requirements of the tender.

I am not sure what you are looking for in the first point and what you mean by the second. There could be up to 150 cause campaigns so the implications of this additional request could be significant. Can you clarify what you are expecting consultants to deliver?
A: Each cohort of Team v leaders will deliver 3 nationally designed campaigns in their local communities (see Page 4). Therefore, we are not expecting up to 150 separate cause campaigns – there will be 3 per year, so a total of 9 overall for the 3 year programme.

Q: Would you welcome opportunities to build the capacity of Team v leaders to evaluate the impact of their projects?
A: vinspired is interested in learning more about your suggested approach, and it’s potential added value for Team v leaders, in relation to the key requirements of the tender.
Q: Is the £1000 scholarship competitive / are there a limited number of scholarships?
A: The Team v programme has sufficient resources to fund scholarships for all participants.
Q: Will Cohort 2 and 3 include Cohort 1 v leaders or be entirely new cohorts of young people?
A: We intend to recruit entirely new cohorts in years 2 and 3.
Q: Have v leaders received different budgets to support their campaigns or have all received the same amount of money?
A: Leaders set their own project budgets, up to the value of £1000 per campaign. However, they are encouraged to budget only for the resources they feel they will need to undertake their local campaigns, and as such, amounts vary between leaders. Leaders are also encouraged to generate in-kind support, where possible.
